Also, Turians are considered adults at 18, and if the crime is heinous enough, the child can be tried as an adult before that.


Considering the bureaucracy of the Citadel, my guess that the official flags for cerberus websites only came in to effect after the war, but a proxy war against them likely begun unofficially way before that.
