Not always, some jobs can pay an awful lot, and there has to be a way for it to actually happen if it's legit.

There's usually signs if a bounty's flaky.

If the money ain't in escrow, that's a big 'ole warning sign, and the bigger the prize with no evidence of actual cash, the more likely you'll get nothing.

If it is in escrow, but the lawyers or whatever are unknowns and nobody's ever heard of 'em, that's strike two. If they've got a reputation for being legit, and are known to handle bounties that big and preferably bigger, your chances can be pretty good. After the money looks in order, it comes down to what you know about the target and the guy hiring you. The less you know, the less they want to tell you, and the more [classified]'s and [redacted]'s and [data expunged]'s you see on the files, the more likely you end up with nothing or you end up dead. Though whether that's because they stiffed you, decided you knew too much (yeah, learned you have to be on the lookout for that one the hard way), or your target turns out to be a Spectre or something you didn't bargain for is hard to tell.
