Granted if the Future Corridor is nominally Velka territory then they are well within their rights to levy taxes on ships seeking to use the route. One would hope that the leadership of an entire nation wouldn't be so shortsightedly stupid as to alienate their closest neighbors with absurdly high fees, particularly when so much of the galaxy is still undergoing reconstruction, but, then again, I must confess that I am not familiar with the political bodies in question nor the area.
