Seriously, I'm new. What do I do, and can someone explain the whole Create a Character thing? I'm a huge Mass Effect fan, and I love this site, I'm just new and unfamiliar.

Heyo! First off, welcome to Cdn! It's always great to have new people come by and I hope you have a lot of fun here. Secondly Create a Character is basically just you designing your persona for the boards. Think of it like, well, the protagonist of every RPG game ever. What's your character's name? What do they do? What do they like? Where are they from? The pages for your profile are mainly there for quick reference and to flesh out the In Character aspect of things (because we are, well, basically people posting on a space message board).

But anyway before I get too too convoluted with stuff here's some characters around the boards to give you an idea: a Blue Suns Mercenary, a krogan television executive, an asari police officer, an ex-cerberus remnant. I'm giving you the cliff notes of the characters but, basically, if it's not a canon character (like Garrus or Tali or Liara), isn't a sue (like a literal biotic god with a personal fleet of dreadnoughts and a Reaper throne and has all teh monies), isn't a controlled race like say the Collectors, geth, or rachni (you can play geth but you have to submit a write up to the mod team first), and is possible within the Mass Effect universe (So like, for example, things like things ranging from soldiers to store owners to hardcore transhumanists, pirates, and explorers are all fair game)

Thirdly here's some quick reference stuff that's helpful to look through for new people if you haven't seen it already:

Da Rulz: Mostly common sense stuff as well as a few specific guidelines, as long as you're not making Shepard's long lost but infinitely hotter half human half turian sister you're fine.

Retrospectives and Articles: For everything that happened between the ending of Me3 (we went with a modified Control ending so, yay big blue blast for everyone) and some of the more major events on the boards as well as some fun/useful fluff.

General Advice: Some thoughts, tips, and tricks for writers and general RP etiquette and...well advice.

Aaaaand finally

Irc!: Or Internet Relay Chat, where you can talk to all of us fine, fine people and get feedback, bounce off ideas, meet the cast of the forum, set up new plotlines and just shoot the shit if you're so inclined.

To be 100% clear: your character cannot actually be a Spectre, but can certainly pretend to be. The discussion forum is like any other internet forum: you can make all sorts of claims.

God, I'm so confused. So can he at least work for C-Sec?

Baaaaaasically. You post In Character using your character's persona, so, to use myself as an example, right now I'm writing as the character Nikolai Aleksanders who has the handle Mr_Sandman. He's a corporate executive and has his own backstory things he likes, things he doesn't, personal opinions and sense of humor, etc. In the Virtual Lounge, Mainframe boards, and these little boxes though (which are Out of Character) I'll just write as, ya know, me.

Also, a heads up, Spectre's are one of those character concepts that are kinda controlled, that is to say, restricted. Mainly because it carries with it too much implicit power (personally selected by an ambassador to the Council, answers directly to the Council themselves). I wouldn't worry too much about it, you're new and there's something of a grace period for working out things like this. If you're interested in playing a character with the kind of freedom of movement and combat specialization as a Spectre like the Corsairs or their turian counterparts. Or if you're interested in something more special-forcey and turian there's always Blackwatch.

Yeah C-Sec is totally a valid option for a character's occupation. If you haven't already I do recommend reading the links I posted earlier, it'll help clear up a lot of stuff generally.

What about a Reaper?

Reapers are currently faffing around doing their own thing, repairing the Relay's, etc and even if they weren't you run into the same issue of relative power. Ie, general rule of thumb most of the characters here aren't galaxy saving space badasses or godships. They're just people, sometimes pretty important or influential people, but not the kind of people who shape the setting like...well like Shepard and co.

Hello Fellow Newbie!
The easiest way to imagine it is that your one of the people right in the background of a mass effect game.
Like the Salarian parent on Illium, or the racist Turian.
And yeah, read da rulz as Sandman said and have fun!

Welcome newb :) Sandy gave it to ya pretty straight, follow it best you can and make your character as real as possible and you should be fine. Most important, have fun :)
