Caused by the humans and batarians and not the Council, and having occurred despite the Council's damnedest attempts to prevent it Capicemissing the goddamn reaper invasion.
Initially considered a geth invasion, which (again) was due to the quarians and considered to be wrapping up by the Council, who found their attacks to be more and more disorganized as time went on and (and whose whistleblower apparently couldn't be bothered to use any recording devices to give evidence beyond hearsay). The entirety of the traverse, much of the Terminus, that's over half the galaxy, well over half, if we're talking pre-humanity (We are, by the way), and you think that the reason that the quarians could not find a single place to settle down was because the council was so horrible. Really. The only reason the quarians did not get a world earlier was because they were idiotically, suicidally stubborn about their damned homeworld and, since you seem to eager on apologizing for the robots, nearly committed genocide, while under treaty not to declare war, at literally the worst possible time. You're just a hypocritical little teen, aren't you, utterly unaware of how self-contradictory and unfounded your own damn assertions are.
