help my name is kadir aldor. i am being held captive on cartagena station by pirates who captured me after the reaper war. my only family is my brother, he is somewhere on the citadel in the batarian refugee camps. please find him and tell him what happened to me, i don’t have much time. his name is nakhib aldor. i don’t know if i’ll be able to access this terminal again - please find him, he will help me.

There is no "flat fee" for a rescue mission, cost is dependent upon the number of men required, relative risk, location, and timeframe. I'd imagine that it would be outside the affordable payrange of an AIA agent if that's what you were wondering. I wish I could. :( I'm no where near the Citadel at the moment, but if anyone who is could pass this message onto [one] [of] [these] [guys], they should definitely be willing to pass it along to the person it's meant for, maybe give the guy a fighting chance if this isn't a hoax or something.
You'll have to do it by foot, though, because they're refugees themselves - no omnitools and limited terminal access. The links are part of the refugee database, so it should tell you where to find them.
