It's less the government and more the Refugee camp leaders. They've decided to not allow potential marriage couples to approach those that can issue marriage licences. They bar the way, physically if necessary, to those that only wish to create a legal union with their partner. Though the religious right has overstepped it's bounds, the camp leaders have turned a blind eye to this injustice.
