We asari have been the most influential race in the galaxy for thousands of years, and that shows no sign of changing, despite the current state of the galaxy.Sapient rights are a universal concern, not an asari-only concern. Much like the use of WMDs, I would assume they are encoded in Citadel law (which applies to all C-Space and Citadel races, including the asari), but I'll admit that I haven't researched it thoroughly.
